Advancing Fair Redistricting Across Maryland

SCRIM is dedicated to promoting transparent and impartial redistricting in Maryland at the state and local level, ensuring that every voice is fairly represented.

What’s Happening Now

We may be more than midway through the 2020s, but that does not mean redistricting in Maryland is a thing of the past. At both the state and local levels, and ahead of the 2026 primary and general elections, redistricting remains an active and consequential issue for Marylanders.

Statewide

Mid-Cycle Congressional Redistricting

Sparked by Governor Wes Moore, Maryland leaders are considering changes to congressional district maps outside of the normal census cycle. Mid-cycle redistricting raises significant structural and democratic concerns, particularly when undertaken in response to partisan developments in other states.

Prince George’s County

Proposed Amendment to County Charter

Prince George’s County has experienced two major disputes over County Council district maps in the past decade, revealing weaknesses in the rules governing how local districts are drawn.

SCRIM and community partners have proposed an amendment to Section 305 of the Prince George’s County Charter to strengthen the county’s redistricting process before the next cycle begins.

The proposal would:

  • Strengthen the independence of the county’s Redistricting Commission
  • Prevent political overrides of commission-adopted maps
  • Clarify the criteria governing how council districts are drawn
  • Better protect communities connected by shared infrastructure, including Metro corridors and municipal boundaries
